The parties kept arguing
- In the early 1800s, national political parties continued to debate issues such as the tariff, powers of the federal government, and relations with European powers.
- Continued connects directly to 3.10: these are the same issue areas that produced the parties in the 1790s.
- So the early republic's politics is a continuation of an argument, not a new set of questions.

The judiciary claimed two things
- Supreme Court decisions established the primacy of the judiciary in determining the meaning of the Constitution and asserted that federal laws took precedence over state laws.
- Two separate claims: who interprets the Constitution, and which law wins when nation and state conflict.
- Both settle questions 3.9's design left open, and both settle them in favour of the centre.

Louisiana, and what followed it
- Following the Louisiana Purchase, the U.S. government sought influence and control over North America through a variety of means, including exploration and diplomatic efforts.
- The purchase itself raised a constitutional question — where does the power to buy territory come from? — that fits the same debate.
- Exploration and diplomatic efforts are the peaceful half of a policy whose other half appears in 4.4.

Why these three belong together
- Each is a question about how much the federal government may do: tax, interpret, or acquire.
- 3.9's Constitution described a limited but dynamic centre without saying where the limit falls.
- So the early republic is where the limit is located, case by case, and 4.3 shows regions taking sides.

- The objective is the causes and effects of policy debates in the early republic.
- Causes: an unsettled constitutional boundary, party positions inherited from the 1790s, and new territory to govern.
- Effects: judicial primacy, federal precedence over state law, and an expanding sphere of national action.
