  • Between the two world wars, Western and Japanese imperial states predominantly maintained control over colonial holdings.
  • Predominantly maintained is the CED's own verdict — this is a period of continuity in territorial terms.
  • That matters because the great wave of decolonisation comes after 1945, in unit 8.
