The CED states it bluntly

  • Regional interests often trumped national concerns as the basis for many political leaders' positions on slavery and economic policy.
  • Trumped is a strong verb, and often is a strong qualifier — this is not an occasional exception.
  • Two policy areas are named, and they are the two that will define the sectional crisis: slavery and economic policy.
