Fresh-situation answers
R1. to ask请to confirm确认whether (or not)是否to participate参加。whether (or not)是否 already embeds whether to participate inside the request. A direct alternative is you你to participate参加(yes/no ?)吗?The two structures should not be stacked mechanically.
R2. One possible response. to ask请to discuss讨论this这个plan计划whether (or not)是否feasible可行。to ask请to discuss讨论this这个plan计划feasible可行whether or not (at the end…与否。Both ask about feasibility without asserting it. whether or not (at the end…与否 follows the predicate; whether (or not)是否 precedes it.
Recall later. Later, turn a direct yes-no question into two indirect whether constructions.
