Build the meaning
- A notice needs who is affected, what changes, when, where, and what to do. Use explicit dates or named days rather than ambiguous relative time.
- A proposal adds reasons, tradeoffs, and an alternative. Keep persuasive claims separate from the notice’s confirmed instructions.
Do not present a student’s suggestion as an approved decision. In the revised recording, to forecast预计 retains uncertainty about reopening.
