Study these uses in context
Your goal: Distinguish compiling material from inventing a story, without assuming invention is always dishonest.
Before you start: Recognise 教材 for teaching materials, 故事 for story and 借口 for excuse.

With 教材 as its object, 编 describes preparing an organised teaching resource. It does not imply the content is false.
她正在编一本汉语教材。
Tā zhèngzài biān yì běn Hànyǔ jiàocái.
She is compiling a Chinese textbook.
make up a story or explanation
The children create a fictional story for a performance. Inventing it is appropriate to the task.
孩子们为演出编了一个故事。
Háizimen wèi yǎnchū biān le yí ge gùshi.
The children made up a story for the performance.
Compare: A teacher can 编教材; a writer can 编故事; someone avoiding responsibility can 编借口. The object and situation determine the sense and its evaluation. Fiction for a performance is not deception, while an invented excuse presented as fact can be. 编 also occurs in other uses, such as weaving; these examples do not exhaust its meanings.
Try with a clue: 编辑把几位作者的文章编成一本书。文章 means articles. Is the evidence about organising existing writing or proving that the articles are fabricated?
Check your reasoning
It describes putting the articles together into a book. 编成 does not itself establish that any article is false.
Try a fresh context: 别编借口了，请说明真正的原因。What does the contrast with 真正的原因 tell you about 编? Would the same criticism necessarily apply to 编童话?

Here 编 means fabricating excuses instead of giving the real reason. 编童话 means creating fairy tales and need not be criticism; the purpose and object differ.
Use it in a new situation: A learner claims that 编 always means lying. Correct the claim using one educational-resource example and one fiction example. Add a context in which invention would be misleading.
Check your reasoning
编教材 can mean compiling teaching materials, and 为演出编故事 can mean creating legitimate fiction. 编借口 to conceal the real reason is a misleading use. The verb alone does not establish dishonesty.
Recall later: Tomorrow, recall three objects that can follow 编 and explain how each changes the interpretation. Later, distinguish an unsupported claim about truth from what the sentence actually says.
