Verb-attached le marks a bounded or completed action. Sentence-final le often signals a new or newly relevant situation. With a short object both orders can be natural; a long object favours le on the verb. Jiejie huan le xie jiu chumen paobu, once my older sister has changed shoes she goes out for a run. The forward chain uses jiu to link the completed first action to the next step.
With a complement, completion le normally follows the whole unit. The default order is verb plus complement plus le. Results do not split: dingman le works, ding le man does not. Direction complements allow both orders, xiao le qilai and xiao qilai le, with the first common in narrative.
Ma sets a topic down and then comments: as for this, well. The comment is usually obvious or only reasonable. It is casual and a little knowing, too colloquial for a formal report.
Ne at the end of a noun phrase asks what about or where is. After a statement it bounces the question back: ni ne, and you. After a bare noun with no prior question it asks where something is: wo de shouji ne, where is my phone.
