A B2 proposal does more than ask: it argues a change and stands ready for the objections. Five parts. The situation, the problem now. The proposal, the change in one implementable sentence. The arguments, reasons with evidence, strongest last. The objections, raised by you, weighed honestly, answered or accepted. And the closing ask, the decision you want. A proposal that hides objections invites them loaded; a proposal that raises them first takes the loaded version off the table.

The five parts begin. Situation: first lessons see half the class half asleep. Proposal: start the school day at nine instead of eight, one implementable sentence that survives being quoted alone. Arguments: sleep research on teenagers, and our own survey of two hundred and forty students, with the strongest argument last.

The five parts conclude. Objections: the bus schedule is a real cost, and a two-shift rota, the kind the school already runs on Saturdays, would absorb most of the pressure; this paragraph is where trust is won. Closing ask: we ask the committee to trial the nine o clock start for one term, two sentences at most, standing on their own.

An objection handled well has three beats. Raise it fairly, as its best supporter would: the strongest objection is the bus schedule. Weigh it honestly: this is a serious point, the fleet is already tight at eight. Then answer it or accept it: a two-shift rota, the kind the school already runs on Saturdays, would absorb most of the pressure. Or accept: we accept this cost, because the gain is larger. Accepting a real cost is strength; a proposal that accepts nothing persuades nobody.

B2 proposal tone is firm and unhurried. We propose beats we demand, and the evidence suggests beats everybody knows. The closing ask softens politely into the conditional: would the committee consider a one-term trial? And the exclamation mark stays out of the document entirely: one is one too many. Confidence in a proposal is quiet, and it is carried by verbs and evidence rather than by volume.
提案语气坚定而不动武：we propose 好过 we demand，the evidence suggests 好过 everybody knows；收尾用条件句礼貌软化（would the committee consider a one-term trial?）；感叹号一个都嫌多——自信靠动词和证据，不靠音量。
Each machine part gets its own paragraph, and the paragraph opens with its job. The situation at present is. Our proposal is simple. Two arguments support this. The objections paragraph is the longest, because it is where trust is won, and the closing ask is two sentences at most, standing on its own. The reader who skims only the openings should still walk away with the whole machine.

Watch out for three traps. Do not bury the proposal in the middle of the text: it is sentence one or two of paragraph two, where the reader goes looking for it. Do not list objections without answering them, because an unanswered objection in your own document reads as a confession. And let evidence with sources beat intensity: replace very important with seventy-two of two hundred and forty students said, and the paragraph starts arguing for you.
