Implementation: the index, then the gap

| execution gap | the resources the strategy needs minus the resources the organisation has |
The 4 a.m. part of strategy
- The best strategy in the file fails at 6 a.m. if the crew, the measures and the money point somewhere else.
- The balanced scorecard 平衡计分卡 reads: financial 82, customer 76, process 68, learning 61 - weighted 30/30/25/15, index 73.55. The index is the average; the diagnosis is the execution gap
Find the gap before the plan
- The premium position needs 32 supervisory hours a week; the roster has 28. Gap: 4 hours - and every initiative that does not close, buy or shrink those four hours is theatre.
- The fixes in the case: promote and train (+3 hours), cut the dead value line (-1), measure the rest.
Supervisory need 32 against roster 28. The gap, in hours?
Four hours a week - the whole execution plan.
Match each cascade element to the case.

Objective - measure - target - initiative - owner.
Cascade to an owner who can move it
- Objective: the festival brand means the best bun. Measure: repeat purchase in the app (34%). Target: 45% by the festival. Initiative: the 5 a.m. fermentation log. Owner: the head baker.
- The test of a measure: the owner can move it this month. Brand equity fails the test; 34% repeat passes.
Can the owner move it this month?
Route each measure by whether its owner can act on it now.
82(.30) + 76(.30) + 68(.25) + 61(.15) = ? (two decimals)
73.55.
The leading indicator in the scorecard is:
الصعوبة 1/5 · 100 عملة + مكافأة صغيرة عند الإنجاز الأول اليوم
Learning moves first; process follows a quarter later, customer two.
Three implementation slips
- Weighting the scorecard to flatter. Financial at 70% is last year wearing a scorecard.
- Cascading to measures nobody owns.
- Writing the plan before finding the gap.
Financial weighted at 70% of the index is:
الصعوبة 1/5 · 100 عملة + مكافأة صغيرة عند الإنجاز الأول اليوم
Past results get weight; the future needs some.
An initiative that does not close, buy or shrink the four-hour gap is theatre.
The gap is the strategy’s binding constraint.
The index belongs on the wall; the gap belongs in the drawer.
The reverse - the gap predicts; the index flatters.
Recap
- Index 73.55: $82(.30) + 76(.30) + 68(.25) + 61(.15)$.
- The gap: 32 needed, 28 held - four hours, bought three ways.
- Learning 61 is the leading indicator; fund it first.
