Contempt, not inability
- disdains不屑 means "won't, because it's beneath me", not "can't": he他disdains不屑to answer回答 ≠ he他improbable不会to answer回答.
- The character is bits屑 (xiè), not time and again屡 (lǚ, "repeatedly").

disdains不屑 versus not不willing愿意
- not不willing愿意 = unwilling (neutral): he他not不willing愿意to go去.
- disdains不屑 = unwilling out of contempt: he他disdains不屑with / and跟such这种person人to speak说话.

不愿意 always implies contempt.
