Dark clouds over the hills

- it seems看来 draws a conclusion from what you have noticed: "it seems, it looks as if".

Evidence first, then it seems看来
- he他to / arrive到now现在still还hasn't没replied回news消息，it seems看来to be / is是very很busy忙。 — "He still hasn't replied — he must be busy."

看来 usually comes after the conclusion it introduces.

看来 comes before the conclusion.
A conclusion, not a look
- it seems看来 reasons from evidence; for how something looks, use seemingly看起来: he他seemingly看起来very很rope累 — "He looks tired."
- Put it seems看来 before the conclusion, not after it: it seems看来he他illness病(completed / change)了, not he他illness病(completed / change)了it seems看来.

Appearance takes 看起来; 看来 draws a conclusion.
in my opinion在我看来 = in my view
- in my opinion在我看来，this这个method办法not so good不太好。 — "In my view, this approach isn't very good."
- in在…it seems看来 gives someone's opinion; it seems看来 alone draws a conclusion from facts.

在 + person + 看来 introduces an opinion.
