A popular option can leave an important need unmet
- A fictional community centre considers moving room reservations online. A survey supports convenience, while a service log records people needing help. An academic argument must examine both findings instead of treating popularity as a complete measure of access.
- This GAC015-aligned lesson practises source evaluation and policy reasoning in an invented local-service setting. It does not describe real political systems or legal duties. The sources support a classroom argument, not a live policy recommendation.
Compare how the sources were produced
- Card S is a voluntary online survey of forty users; thirty prefer online booking. Card L is a one-week desk log: eight of twenty visitors asked for booking help. Card N is a staff planning note saying a telephone route would require staffing time.
- S reaches people who can respond online; L covers desk visitors during one week. Their groups may overlap, but the cards do not state whether they do. N concerns a possible resource requirement rather than an evaluated service outcome.
Avoid combining incompatible denominators
- Thirty of forty respondents is 75% of that survey, not necessarily 75% of all users. Eight of twenty desk visitors is 40% of that logged group. Adding thirty and eight does not produce a known count of distinct people or a single representative percentage.
- The sources can inform different questions: preference among respondents, assistance among visitors and operational feasibility. A synthesis keeps these roles separate while explaining how they affect the same decision.
| Source | Useful for | Not established |
|---|---|---|
| S: online survey | Respondents’ preferences | Preferences of all users |
| L: desk log | Help requests among logged visitors | All users’ digital access |
| N: planning note | A staffing question | Proven telephone-route performance |

State priorities and acknowledge a counterargument
- A possible thesis is “An online route could serve many respondents, but another accessible route needs investigation before online-only booking.” It values convenience and access. Name those criteria rather than pretending the numbers alone settle the trade-off.
- Address the resource objection fairly: a staffed alternative has a cost, and card N does not quantify it. Propose checking demand and staff time. Do not assert that accessibility is free or that every alternative must be retained forever.

Write an evidence-led policy paragraph
- Write 150–180 words with a bounded thesis, support from S and L, and N’s operational question. Attribute each source. Your recommendation can propose a trial with assistance options and defined measures, but cannot invent costs or claim agreement by every user.
- Keep “respondents” and “logged visitors” in the text. These nouns carry the sample boundaries. Removing them can transform a supported statement into an unsupported population claim even when the numbers remain correct.

Review what the sources can and cannot decide
- Have a partner trace the preference and help-request claims to their different samples. Check that you did not imply they are disjoint or identical. Explicitly state that overlap is unknown if a proposed calculation depends on it.
- For real research, find retrievable relevant sources and accurate references, with verified methods and dates. This exercise trains careful interpretation; it does not supply evidence about the real centre where you study.
Thirty of forty online respondents preferred digital booking, while eight of twenty logged desk visitors asked for help. The samples differ and may overlap. These sources support investigating both convenience and assistance before an online-only decision.
Do not add people from potentially overlapping samples or treat a voluntary online survey as proof of everyone’s access.
Policy reasoning keeps source methods, sample boundaries, value choices and practical uncertainties visible.
