上旬 is days 1–10 of a month. 中旬 is days 11–20, and 下旬 is day 21 through the end of the month. These are parts of a month, not weeks.

下旬 runs from day 21 to the end of a month. 上旬 is days 1–10 and 中旬 is days 11–20; 下旬 does not always contain exactly ten days.

中旬 is days 11–20 of a month. 上旬 is days 1–10, and 下旬 is day 21 through the month's end. It does not simply mean the second calendar week.
