to look down on someone
看不起 means look down on someone, rather than being unable to see them. Its opposite is 看得起 (respect or think highly of someone); the middle syllables are neutral in these expressions.

to respect or think highly of someone
看得起 means respect or think highly of someone. It is not a statement about physically seeing them. Its opposite is 看不起 (look down on someone).
