to look down on someone
看不起 means look down on someone, rather than being unable to see them. Its opposite is 看得起 (respect or think highly of someone); the middle syllables are neutral in these expressions.

to be optimistic about someone's or something's prospects
Here 看好 means believe someone or something has good prospects. In 看好孩子 (keep an eye on the child), it instead means watch or take care of properly; use the whole context.
